Honestly these look fine for Common Terns. Very stubby looking legs and the nape is dark. Look like they're adults though so a little harder to tell (lacking the dark carpal bars of a juvi). Most every Forster's I've seen in the past month has been in basic plumaged.

I’ve been told forsters mainly because of bill color and that they shouldn’t be molting yet or that the pics don’t show anything identifiable
